Jefferson County Sheriff’s Office Arrest Detention Deputy Accused Of Sexual Assault

The Jefferson County Sheriff's Office (JCSO) Wednesday announced the arrest of W.C. "Dub" Brassell Adult Detention Center (DBDC) Deputy Jailer Keywand Harris in connection with an investigation into prohibited fraternization with a detainee and related violations of law in addition to agency policy.

On August 27, 2025, JCSO Criminal Investigation Division (CID) investigators received information alleging a romantic relationship between a DBDC jailer and a female detainee. Harris was immediately placed on administrative leave pending an investigation, according to a news release from the sheriff's office.

Investigators initiated an investigation and determined that Deputy Harris had been spending extended periods of time in the female housing unit (G Pod). The investigation further found that Harris engaged in inappropriate physical contact with a female detainee. During an interview, Harris admitted to having a prior sexual relationship with the detainee before her arrest and acknowledged maintaining contact and kissing her while she was in custody. Harris was subsequently booked into the DBDC on the charge of Sexual Assault in the Third Degree.

"I am deeply disappointed by the actions of Deputy Jailer Harris. Our oath is to protect those in our care, uphold the rule of law, and model the highest ethical standards. Any betrayal of that trust, especially involving a person in custody, undermines public confidence," said Jefferson County Sheriff Lafayette Woods, Jr. "Let this serve as a constant reminder: no one is above the law, least of all those sworn to enforce it. We will continue to act swiftly and decisively when policy or the law is violated."

JCSO maintains a zero-tolerance policy for sexual abuse, sexual harassment, and any form of fraternization with detainees, and trains all staff consistent with federal Prison Rape Elimination Act (PREA) standards and department policy. The case remains under active investigation, and appropriate administrative actions have been or will be taken consistent with due process.

Sexual assault in the third degree is classified under Arkansas law as a Class C felony. If convicted, Harris faces a penalty of imprisonment between 3 to 10 years in the Arkansas Department of Corrections and a fine up to $10,000.00.

The Sheriff's Office said that "out of respect for the integrity of the investigation, no further details will be released at this time. Additional information will be provided as it becomes available and appropriate."
